No it is not possible because you have completed your diploma in civil engineering so in if you take addmission through the lateral entry then you have to take only civil engineering branch only not computer science and engineering.

Yes why not. You'll have a 3 years course in diploma field. And then after your 3rd year boards exams, you'll be allowed to get into computer science engineering. By doing diploma, you can get an advantage of skipping the entrance exams like JEE cet etc.
