Yes ofcourse you or any student who completed class 12 or two years ITI course from any recognised board are eligible to get direct admission in 2nd year of Diploma course. For this, you need to give entrance test of the university you want to enroll in. After

Students who have passed 10+2 level with science stream in 2018 or 2019 are eligible to apply 

for admissions and appear for IAT 2019.

However, they will be considered for admissions to the degree programmes only if they
