OBC category have a reservation and OBC-NCL (non creamy layer) is entitled to certain benefits. The candidate is required to produce certain proofs and sometimes the annual income proof is asked to produce. The signature and stamp of the DM is enough for the verification process.

Hope you are doing all good. No, it is not at all necessary to have a DM's signature on the caste certificate. The idea of the stamp is to get approval of a competent authority which in this case can be a Block Development Officer(BDO), Sub Divisional Magistrate(SDM) or Sub Divisional Officer(SDO) as well.

JEE Main requires OBC-NCL Certificate in case student want to get benefit of OBC Reservation. There is prescribed format for that certificate. Usually the main signing authority on that certificate is SDM of your area. However in some area, this job is also Done by DM. So, it depends on your area , who is the certificate issuing authority. If your certificate has sign of the person who has certificate issuing authority, then it is fine.

National Medical Commission (NMC) has released the new draft on PG Medical education rules for feeder qualifications that the candidates should possess in order to pursue super specialty, SS courses (DM, MCh ).

These  regulations will come into force from the session of 2021-22. Most important regulation pertains to the selection of PG students by NExt, its score and continuation NEET PG as a gateway for MD, MS, PG diploma , DM, MCh admissions. Also, the candidates who have a degree in MD medicine or MD cardiology can apply for DM cardiology. MD medicine candidates can also apply for DM in clinical haematology, endocrinology, clinical immunology and rheumatology, medical gastroenterology, medical oncology, nephrology, neurology, etc.
