If you are going to take admission in any college and if they will ask you for the domicile certificate then they will definitely ask you for your parents certificate not your's. So if your Parents domicile certificate are from UP then you will come the home state of UP.
And if you want to take admission in Rajasthan then your 12th marksheet in enough to show that you are resident of Rajasthan, and if they ask you for the domicile then you need to submit the domicile of your parents.
And there is not any such type of Central domicile exist, it happens only with caste certificate.

Since both your parents are born and brought up in Karnataka, either of them can apply for a Karnataka domicile certificate. The eligibility criteria is that the applicant should have been a permanent resident in the state for at least 6 years from a given year.
In the counselling for Karnataka State Quota for NEET, one of the domicile rules is that if you have passed Class 12 from an institution outside of Karnataka, you parent/s must be a Karnataka domicile holder. Also, in this case, you or your parents must have Kanada, Kova or Tulu as your mother tongue, and you would be required to take Karnataka Language Test.
If you fulfill the above stated criteria, then you can get Karnataka domicile.
Since you did not mention your category, I am assuming you are from general category.
In case you get Karnataka domicile, you are eligible to get MBBS/BDS government seats in Karnataka under GM ( general merit ) category. Last year the cut off government medical seat for this category was a rank of 69200. You are also eligible to get seats under GMP category. Last year the cut off rank for medical seats under this category 140562.
In case you do not get Karnataka, you are eligible to get MBBS/BDS seats under three categories which are OPEN, OTHERS and NRI. Last year the cut off were as follows -

Dear aspirant
Gujarat is one of the closed state for neet counseling. Other state candidate can't participate in that.
Only those candidates are eligible in Gujarat counselling who hold the domicile certificate for Gujarat state either it's government or management quota seats. Others state students are not allowed.
You can only take admission in Gujarat by all india quota seat.
I'm mentioning some states name in which you can try and it's open for students from all over India for private colleges seats,they are Karnataka, Kerala, chattisgarh, tripura, Madhya pradesh, Uttar Pradesh, bihar, uttarakhand, rajasthan etc.
So you can try in above mentioned state if you are looking for management seats in private medical colleges.

See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
So according to the data, on such marks and category you have very low chances of getting management seat in any of the Government medical colleges but you can definitely go for government seat in some Private medical colleges in Rajasthan under state quota according to previous year's cut-off.

Since you are a domicile of Maharashtra therefore you can only participate in state quota of Maharashtra for counselling.
For rest of the states in India, you can only participate in their AIQ (All India Quota).
