If you belong to General Category, then it would be difficult to get any government engineering college. You should try to get admission into private universities like :
1. AKS University ,Satna
2. LNMIT Bhopal
3. Sage University.

Neet is the sole entrance test for admission to MBBS and other medical and paramedical courses in India. The exam is organised by the National Testing Agency.
Admissions through NEET are basically categorised in two types of quota i.e., All India Quota (AIQ) and State Level Quota. All India Quota comprises 15 per cent of the overall seats and the rest of the 85 per cent are filled under state-level quota.
As per your question, you have got 590 marks in neet which is a good score, you can get MBBS seat under state quota or private college very easily but not under AIQ government seat. As you belong to general category so its quite difficult to predict about AIQ but can't promise about it as cut-off changes year to year.

All Private colleges in India has National or state level Entrance examinations for particular course/Stream wise. They are some state level examination where 10+2 percentage adds weightage to marks secured in State level examinations. Counseling process is conducted where candidates has to approach after receiving Rank/Score card, to opt for colleges. It might be state or central counselling which is done online (Computer Based). Candidates are shortlisted based on ranks secured and admission process are done.
There is no weightage added to either Rank or Marks to get into any college based on domicile. Now every Institution in India whether private or government has merit based admission system. so that excellent and deserving candidates get seats in top and best colleges. There are some seat reservations for SC/ST categories in maximum Institutions where it can add weightage to you rank in securing seat in top college even if your rank is high compared to General category candidate. So Maximum colleges gives merit wise admission in all states of india.
All private institutions prefer national level examinations first then state exams, no matter if candidate belongs to that particular state where he is applying for the admission.Hope you got my point. All the best for you career.

To be eligible for Delhi home state quota for your mbbs you don't need to be domicile / permanent resident of Delhi
In order to be eligible for the Delhi state quota seats, all you need is to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.

Yes in Rajasthan the universities have State domicile quota of 85%,while the rest of the 15% of seats are reserved for the non native students of Rajasthan.In Rajasthan,the domicile certificate is given to a person who is a permanent resident of the state or who has lived in the state for more than 10years.

even though it is difficult to predict the cut off because of its changing nature every year,as per your question based on your GMR rank you can not get CSE in jadavpur university, in west bengal only GMR rank is considered. In cse branch it will be very difficult. But you can get some lower branches like

With reference to your query , I would like to aware you that domicile certificate validity is for lifetime . You dont need to worry at all ,caste certificates do have validity but domicile is valid for lifetime

Even you are ews category and you have bihar domicile still vetty cse at this rank is quite impossible.
Although you may try your luck but the chances are very low if getting cse not only in this college but also in any other good engineering college in the country.
Although you can get cse in some low ranked college mentioned in the following list
