Yes you need to have Delhi domicile, which is basically documents proving you have completed your 11th and 12th from a school situated in Delhi. Otherwise you will have to apply via the All India Quota.
The same applies for all the other medical colleges in Delhi as well.

Hello Harsh. You mentioned you belong to OBC-NCL category, you are a domicile of Jharkhand and want to know your chances to get admission at BIT Sindri, Dhanbad. Well, it is quite difficult to predict whether you have chances to get admission at BIT Sindri, Dhanbad as every year cutoff changes significantly. Based on your marks in it and mentioned category detail, you might not get any seat for MBBS in Government Medical Colleges at Bihar as-per last year's cut-off.
Although you have a good chance to get seat in some private colleges too under management quota as per your marks. But the fee might not be minimal as you are expecting to get.

Yes, any student from any state can apply under ALL INDIA QUOTA and the ones belonging to that place can apply under state quota.
The ones with state quota will have a higher chance of admission as the reservation is of 85%.

It is unlikely that you will be able to get a seat in a government college on the basis of just your 12th marks. The admission in government colleges are either based on your JEE main, advanced or UPCET score. Some colleges also conduct their own entrance examination to admit candidates.
You could however try for management quota seats in private colleges.
