Domicile Certificate is used when you lack some documents like birth certificate or any proof of ID which is now-a-days not necessary.
Just make sure to have the following documents for any JEE or UPCAT admissions:
*Birth certificate
*Driving licence
*Aadhar card
*class 10th and 12th TC certificates
*class 10th and 12th memo

If you have central OBC certificate of UP and you have domicile certificate of delhi . Yes you can take admission in DTU as you have the central certificate of your category. In central certificates you can take admission in any state colleges you want to take admission. The domicile certificate means a document which includes the information of permanent residence. So if you have your permanent home in Karnataka then the domicile certificate will be of Karnataka. In other words, the domicile means the home state where you have a permanent home.

Yes of course you will be eligible for state quota of Chhattisgarh. Because if you have completed only class 11th and 12th from Rajasthan or even only class 12th from Rajasthan then you won't be eligible for government seats under state quota of Rajasthan because to be eligible of state quota of any state you should have proper domicile of that state and with only one/two years of study in Rajasthan you won't be eligible for Domicile of Rajasthan.
Now if you have all documents of Chhattisgarh and also if you are residing in Chhattisgarh then you must be having the domicile of Delhi so you will be eligible for state quota counselling of Delhi state. So you can definitely get advantage of 85% state quota of Delhi.
Also note that it is not mandatory to have domicile certificate of any particular state to appear in it's state quota counselling but in some states government quota seats are only reserved for state domicile students so you might lack them if you don't have domicile of that state.

As there are some of the procedure through which admission process for NEET candidates take place and home state students who apply in their particular state gets some benefits of reserved seats and OBC category also helps that particular student while getting admission as this category students have different seats and also gets some benefits in Fees also but in your case i guess you can be able to avail the the reserved category in Maharashtra if you have given your 10th and 12th from Maharashtra board itself for more information you can visit to the official sites of NEET i think their your all doubt might get clear.

No, with a 56.93 Percentile in JEE Main, inspite of being from EWS Category, you probably wont be able to secure a seat in any NIT, IIIT or GFTI for CSE, as well as in your Home GFTI or NITs. As far as State Engineering Colleges in MP are concerned, you mist definitely apply for the Counselling, but I believe even there youve negligible chances in securing a seat in CSE.

For availing the Maharashtra quota /home state quota in mht-cet exam you need to produce the domicile certificate as they would verify your home state.
You need to show your 10th or 12th or both. It is the proof that you have passed your schooling from Maharashtra. You may also need to show working of any of the parent .
