No, the same certificate cannot be used for 85% state quota of both the states , for 85 % state you need obc ncl certificate of that particular state only.
This is because,
The same caste may or may not belong to the same caste in different states. For example, let's say in Bihar Prajapati caste is under obc ncl but it is not necessary that it would fall in obc nlc in other states as well.
So, you need OBC NCL certificate of both the states separately in order to be eligible for there 85% quota .
