Different state governments have reserved around 85% of the total number of available seats in government medical colleges and other institutes, for the domicile and local candidates and the rest 15% seats are filled through the All India counselling or open Qouta.
Non domicile holders can apply for admission in Medical colleges in States such as Karnataka, Andhra Pradesh, Telangana, Odisha, and others through the 15% of remaining seats.

Your rank is good basis of general category. But you know this year cutoff marks is very higher than previous year infact total marks and getting marks for another students also higher. So it's difficult to predict which college you will get or not. But if you applied for AIQ and State quota counselling also then may be you can get government college in upcoming round. May be it's BDS or BAMS. Otherwise in this rank you can get private medical college in government quota. Don't feel disappointed there are mop up round present also so you can get definitely any government college. But which college you will get it can be difficult to predict. A domicile certificate is generally issued by the designated authorities of the state and union territories. It can be the Revenue department officer, Tehsildar Officer, District Magistrate , SDO, SDM or Circle officer. Each state and UT has its concerned issuing authority.
For Gujarat the issuimg authority is the TEhsil/ Revenue officer

No. For appearing for State Counselling, you need to hold the domicile of the State. It holds the same for seats in Government Medical Colleges and Government Quota seats in Private Medical Colleges. But you can participate in the State Counselling for Management Quota of Private Medical Colleges. You can appear for All India Counselling for seats in Government Medical Colleges of those States that you do not hold the domicile of. That is the only way to study in a Government Medical College of other State whose domicile you do not hold.
Here is the eligibility criteria for getting domicile of delhi state
Candidate must be resident of delhi state for past 3years minimum.
Candidate must own property, land, house in delhi
Candidate must have name in the voter's list
If female then domicile can be given based on spouse residential status
If minor then based on parent's residential status
So based on your information if you are staying in delhi for past 3 years before applying for domicile and have land or property then you can get domicile
