As i can see that you have enquired about whether you can apply for both UP and haryana's state counseling considering you have domicile for both the states . Candidate i would like to clear one thing that you can apply for only one state counselling at a time i.e. the state you mentioned in your application form.

No. For a seat in Government MBBS/BDS College, you can only try under All India Counseling. You cannot attend their State Counselling for Government Seats. The rule also applies for Mop Up round. Only those Candidates who have the domicile of the State can appear for State Counselling for Government seats in both MBBS/BDS Government Colleges. With a score of 523, you can appear for State Counselling and you might get a seat in BDS. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. Hello,
Based upon the notice that was released last year on the 18th of December, regarding the choice filling of seats for 15% All India Quota, it was stated by the NTA that candidates are eligible to apply for this quota independent of their State/UT of their class XII school, Home State/UT etc.) against this choice.
Thus candidates can fill in for any state, and also in his/her respective domicile for 15% All India Quota seats.

There are many Open States which provide access to non-domiciled students for MBBS admission in the private medical college, following are the open states- Karnataka, Kerala, Andhra Pradesh, Telangana, Tamil Nadu, Puducherry, Uttar Pradesh, Uttarakhand, Bihar, West Bengal, Sikkim, Tripura, Himachal Pradesh, Haryana, and Rajasthan.
Indian States which don’t allow non-domiciled students for MBBS admission (not even in private medical colleges) are called Closed States, the following States are Closed States- Maharashtra, Madhya Pradesh,Gujarat, Punjab, J&K, Chhattisgarh, and Odisha.

If you want to take the advantage under home state qouta then during counselling you need to proove it and for that you will need a domicile certificate. As adhar adress and 10&12 markseet adress are not that effective to prove it.
Hence you would have make a domicile certificate for the advantage.
