A domicile certificate enables its holder to prove that he/she is a resident of the state either by birth or by having lived in the particular state for more than 15 years. The document enables the holder to avail of the domicile /resident quota extended by the state in education and jobs.
Generally, a domicile certificate has life long validity.However, some state authorities have restricted its validity depending on the purpose for which it has been asked for. The minimum validity of a domicile certificate can be 6 months.

It is very unlikely to get a govt medical college in Delhi with your rank even in second round as cut offs are extremely high due to high competition. I suggest you to hold on to your seat in NSCBMC or give for second round counselling of AIQ.

This year cut off ranks are very high beyond expected. This year rajasthan cut off ranks closed below the AIQ counselling cut off ranks. The cut off ranks in rajasthan first round for gen category is AIR 9032 (FOR BOYS) State rank 1260,for EWS AIR 10875 and state rank 1553. In AIQ cut off for general category in first round was AIR 12348 and for EWS AIR 12325.
You have very less probability that you will get govt College this year in rajasthan. You might get paid seat in rajasthan govt college you can try for it. Anyway you should try upto mopup round as cut off ranks changes in evey round depending on many factors.
