Hi there, the state from where the candidate has qualified his class 11th and 12th boards is considered for that state's NIT quota (and in jee for JoSAA counselling), in this case UP. However you can give state exams of Bihar but you won't be eligible to enjoy Bihar state's quota. Therefore you are eligible for HBTU kanpur college. Thank you.
Hello there, domicile certificate is a document for recognition of a person's residential status in a state. To have the domicile of a particular state one needs to own a house, property or land in that particular state.
I would suggest you to look for the address mentioned on your birth certification and also of your father's birth certificate and other documents like driving license or Aadhar card. Generally, that will be the address considered by the authorities for providing you domicile certificate.
And incase you want to apply for domicile of UP, kindly visit the municipal board and talk to the authorities for a TRC (Temporary Resident Certificate). Your rent agreement can serve as a document for applying TRC. And once you have the TRC, you can apply for PRC (Permanent Resident Certificate).
Hope this helped.
Thank you.

The judgement that you have read is for Candidates who belong to Karnataka and are OCI Card holders. If you hold the domicile of Telangana, you cannot participate in the Management Quota of other States holding an OCI Card. Telangana has no such rule. So OCI card holders and NRIs do have NRI quota in Private Medical Colleges that they can try for a seat in. They cannot try under Management Quota of Private Medical Colleges.
