If you hold the domicile of West Bengal you will need any of the A1, A2 and B certificates. If you do have them, then you do not need the proforma that is available online. The original domicile certificate should be good enough. Other documents that you will need are:
In All India Counselling, there is no participation of Private Medical Colleges. And also there is no separate female OBC quota applicable. So you have to try under OBC quota under All India Counselling. If you have scored 470, you can get Deemed Universities in Karnataka like JSS Medical College, Mysore, Jawaharlal Nehru Medical College, Belgaum. KS Hegde Academy, etc. These are only few Colleges. It is a little difficult to get government college this year with this score but I'll suggest you to do your counselling till mopup round where hopefully you might get some college.. You can also check the 2019 state rank cutoff for better idea..

According to your score of 600 , which is a very good score , you will get all the government colleges in Uttarakhand for MBBS like -
1) GMC Haldwani
2) GDMC Dehradun
3) VCSG Srinagar
Also you can get many good colleges through all india quota and as for AIIMS , the cutoffs can be predicted based on this year .

As per the aforementioned issue I must tell you as you have only mentioned that you do not have domicile then it is not possible for doing internship as a citizen of this country. It does not matter whether you have studied here or not as you do not have permanent citizenship. So for that you have to work as an overseas citizen only if that is applicable.

Usually you are considered eligible for state quota only if you hold a domicile certificate or if you are a domicile of that state. In this respect, you are definitely eligible for state quota of Haryana.
However, In Delhi you are eligible for state quota if you are a domicile or if you have given your board exam in any institute of Delhi. So as per this, you are also eliigible to avail admission under state quota in Delhi.

On the basis of your rank obtained there seems less chances of yours to get a seat in HBTU as the rank you obtained does not comes under the closing rank required to get a seat in HBTU when compared with previous year closing rank.The previous year closing rank for CSE,ECE,EEE and Mechanical were around 32313 ,41485 ,46433 and 51430 respectively and your rank does not comes under the closing rank.
