The only way you can participate in further rounds is by choosing FLOAT option at the reporting centre. At the reporting centre you will get 3 options Float/Freeze/Withdrawal. If you were given a seat in round one and you want to secure it then you have to go to the reporting center of the college and book your seat by paying the necessary fess within the given stipulated time. If you fail to do so they will consider it as withdrawn and the seat will be up for auction in the second round. So after you have secured your seat in the first round you can go for the second round counselling.
FREEZE - You want to go with the college you have been allotted. So you 'FREEZE' the option. If you choose this, you can take admission in the respective college and you won't be eligible for next rounds.
FLOAT - You are not okay with both the college and the branch you are getting. SO you can go with this option. The choices above the one you are getting will be considered in the subsequent round.
Withdrawal- Means you are withdrawing from the whole counseling process.

15% of the B.V.Sc seats are filled through All India Counselling. And so the cut offs are usually higher. You haven't mentioned your Category. But 200 is a very less score for a seat in B.V.Sc through NEET irrespective of your Category. You will need 500 and more for a seat in B.V.Sc through NEET. But on the other side you can appear for AP EAMCET if you want to study B.V.Sc. But 200 is a very less score. You can as well appear for NEET 2021 to study B.V.Sc through NEET. See it is little bit difficult to predict exactly whether you will get any government seat or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if we go through previous years NEET cut-off trends in Delhi then there are good chances for you to get seat in some of the GMCs, the reason being is last year the lowest cut-off marks was 567 for Lady Hardinge Medical College, New Delhi under Home State quota for OBC category.

You'll not be able to apply under home state quota if you don't have a domicile of the particular state. You can get your domicile made now as well if you fulfill the conditions for it. It is a little variable for each state but generally you'll need to be a resident of that state for a minimum of 7 years and must have passed 12th from that state. However, it is a generalisation and it might vary for your state.

To get a domicile certificate there are some requirements
1) You should be resident of the state from atleast 10 years. Must include some documents like rationcard or electricity bill etc.
2) Must have passed class X or XII from the state itself.
now , for getting a domicile of WB one must get the documents verified in SDO office/Special cell of WB police after which the application eill be sent to the SDO for signing. Alternatively one can also get a domicile from the municipal commissioner, Counsillor of the Corp. etc but those may not be considered for domicile in NEET.
