Candidates who meet the following criteria would be eligible for state- quota reservation in the state for admission to Gujarat NEET 2021 :
The candidate should be a Citizen of India or an Overseas Citizen of India.
Candidates who are born in Gujarat or have the domicile of Gujarat, and have passed Class 10 and 12 from any of the five Education boards (Gujarat Board; CBSE; CISCE; ISB and NIOS) recognized by the state, provided that their school is situated in the state of Gujarat.
Candidates whose parent/s are in All India Services, Gujarat Govt. Services posted outside the state of Gujarat, or Defense services having domicile of Gujarat but posted outside Gujarat state shall be eligible.
Candidates who are born out of the state of Gujarat but have passed 10 and 12 from the state, would need to produce domicile certificates. Also, in this case, their parent/s must be residents of the state of Gujarat.
Candidates who are born in the UT’s of Dadra and Nagar Haveli, and Daman and Diu, would be exempted from furnishing the domicile of Gujarat state.
Candidates who have studied in Jawahar Navodya Vidalaya’s (JNV’s) uptil Std. 8 would be eligible, and so would be candidates who have studied in JNV’s located outside of Gujarat, uptil Std. 12.
So there is big point that your class 10th and 12th school should be situated in Gujarat state then only you will be eligible for Gujarat domicile.

According to previous year cutoffs trend, there are very less chances for government quota seats in private medical colleges in your category in Telangana. Only you can get admission in private medical colleges under management quota only. Also you can get admission in private dental colleges under government quota. With this rank chances of your admission in some government college is a bit low . There is no such information regarding cut off for admission in C.S patnagar . Her domicile will be Jharkhand only but I assume you are worried about from which state she can be eligible for the home state reservation. In that case I want to tell you that to be eligible for the same candidate needs to fulfill any of the below mentioned criteria:
So she can go for either Jharkhand or Maharashtra in that case.

According to last year NEET UG cutoff database , with 427 marks .. you have less chances to get any Govt medical college for MBBS/BDS degree in Uttar Pradesh in UP state quota .
The min cut off marks was 457 in sc category approved by Autonomous State Medical College and Associated Teaching Hospital, Bahraich
Well, the cut off can change every year due to some factors like seat capacity, difficulty level of questions that's why the above predictions can't give 100% accuracy .

Yes, you are eligible for Delhi state quota.
This is because,
You have completed your 10+2 from Delhi.
But,
You won't be eligible for st reservation in Delhi state counselling.
To be eligible for reservation in state counselling , you need caste certificate of that state. But being domicile of Rajasthan you can't get Delhi st category certificate and thus not eligible for it. You will be treated as general in Delhi state counselling.
