Yes,there is tution fee wavier round counselling in aktu but you have to remember that for this scheme you have to sit in counselling as early as possible because institutions have only 1-2 seats under this scheme,so you have to be take part in counselling as early as possible.
Yes,you can easily apply MPDTE if you are from other states but you have to keep two things in minds before applying first is that only 10% seats are for other states candidates and second is that there is no tution fee waiver scheme for other state students there as states run this scheme for only those students who is domicile for that particular state.

Hi, since you have domicile certificate of Maharashtra but you don't have caste certificate then you will have to take admissions in open category. You need to have domicile as well as the caste certificate from the same state as the state in which you are applying for your admissions. Hope this helps.

Yes, definitely you can go for another state college that is Gujarat. All you need is migration certificate from your previous passed class. Also, every college has its own set of rules and regulations. You can even enquire from the respective college as well regarding their rules for another state students.
