You are right. Government colleges are a little out of scope. However you should be able to qualify for good semi-private or private colleges for both MBBS and BDS. I am attaching a college predictor link that you can use.

It's quite difficult to predict because cut off keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

Yes you can apply for private college in as non-domicile in other states like Karnataka, Kerala, Tamil nadu and many others through their state councelling. You cannot apply for state gov sponsored seats in these private colleges in other states as non-domicile but can apply for the private and management seats.

See if you are applying for NEET Home state quota seats then you can apply for UP only as you are domicile there. Now if you want to take admission in some other state then you have to apply through the 15% All India Quota. For any other examination then you have to apply for AIQ or the Other state quota to get admission in some state else. There are no such hard and fast rules about the EWS certificate depending on the state you are applying and the state from where the certificate is issued. As a result you can apply for any counselling provided you have a valid score available. It will not matter if you have the certificate of EWS issued from the state where you are applying in. So don't worry.

If you take up admission in MBBS, you will need to cancel your previous admission in B.SC and submit all the documents in the medical college. Domicile requirements in MBBS vary from state to state. For eg in Delhi you need class 11th and 12th certificate from the state, in West Bengal you just need birth certificate and a residence of some time.
So kindly research about the same in detail. Apart from this, you need all your 10th and 12th documents, category related documents and identity proofs.
