((100- percentile)/100) * Number of students who appeared the examination.
This will hive you a close approximation of the rank.

getting govt. college depends on cut off of various college and it varies on different college and if you are general category student then you will have tough competition.
so if you do not get admission in 1st counselling then you will definitely get admission in 2nd counselling.
