Yes, after M. Sc. Physics you can join DRDO as a Scientist.
You will have to appear for an examination known as SET. Defense Research & Development Organization (DRDO) works under Department of Defense Research and Development of Ministry of Defense. DRDO every year conducts a Scientist Entry Test (SET) on all India basis for the recruitment of scientists 'B' posts. A huge number of candidates appear for DRDO SET test.
.Candidates having first class degree in Science, Engineering Technology, Electronics, Communication, Mechanical Engineering and Computer Science can apply for the SET exam.
You need to be a citizen of India, and age limit is 28 years.
Also, GATE exam clearing students are invited by DRDO for the interviews.

Yes, electrical engineers have a lot of scope in PSUs and organizations like DRDO, NASA, etc. All these organizations release their vacancies each year before the exams (like GATE or other individual exams like that of DRDO and ISRO). Now the seats depend on the nature of the organization, so a PSU like NTPC would naturally have more vacancies for electrical engineers as opposed to OIL.
As for NASA, there is no exam in India for direct placement there, NASA releases its own vacancies from time to time and people apply for it on their websites, it's a different process. Please be on the look out for official NASA website notifications for more information.

If u really want to go in ISRO/DRDO then u should take ECE/EEE cause their syallbi are same and suitable for it. ECE has subjects like CONTROL SYSTEMS, ANALOGS, Signals that are used in ISRO and will help u alot. No matters which college u have studied but u have to maintain a decent CGPA/GRADE.
So u should focus on your branch which is related to Their prospective and U have to give ICRB for ISRO.
I will suggest you to take Mechanical, if you are not quite sure of excellence in coding. Coding and Software Development are fundamentals of any CS Engineer, be it in fields of Technical Architecture or Web and Software Development.

Yes, ISRO or DRDO /HAL etc accept foreign degrees. Please visit ISRO website for the openings. Please do PG in good specializations in Aerospace/Aeronautics and this help you to get the jobs.
There is no restriction on employing people obtaining post graduation from foreign countries for jobs in ISRO. But the degree you are obtaining should be from a University which is recognised by their country and it should be on par with our M.Tech. So choose a good University and a good specialisation in the concerned subject and do the needful. The ISRO will be giving advertisements for recruitment. Keep watching for their announcements.
