As per the previous year cutoff trends ,the cutoff rank for electrical engineering for general category and home state reservation,22259 which comes nearly to 97 percentile.And for computer science the cutoff rank 11022 which comes nearly to 99 percentile.But the cutoff ranks may vary

CSE and EE are two different branches. Go with the branch you're more interested in. If you wish to go in Engineering or Civil services then choose EE. If you wish to join MNCs like Google, Facebook them go for CSE. However pursuing CSE or IT at IIT
