You should prefer ctae udaipur.  It is a very good college for brnches like mechanical and electrical.  It has very good faculty and environment.  My well known person is studying in ctae udaipur.  I will hardly recommend ctae udaipur for you. Not just for college also for udaipur city. This

According to my opinion you should choose Electrical rather than Mechanical engineering in IIT GOA.Because Electrical engineering has better scope than Mechanical engineering.You can get both Government jobs and private jobs in Electrical engineering.And in colleges electrical engineering has good placement than mechanical engineering.But in Mechanical engineering mostly

Sorry to say but being an BC candidate , you do not have chances for electrical engineering in   ssn college of engineering . You could only have chances if you were an  SC category candidate.
