Gujarat rank will be composed of 60% weightage on marks obtained in 10+2 standard qualifying examinations and 40% weightage on marks obtained in GUJCET 2017.
Try to score more than 90 marks in GUJCET exam with good percentage in 12th board (80 or above) to get admission in top university

16000 rank is not a sufficient raw k to get admission in any of the nits with electrical branch according to last year's cut offs trends.
You have a chance to get into low ranking nits ( srinagar ;Manipur ; etc.) But instead of it better to go

it is ok to make a wrong choice intially , you can rectify it . 

You  should contact the department and ask them to make the changes . If there is seat available in electrical branch . Then you will surely get it or otherwise .

But unfortunately your rank is not sufficient enough to get you admission into top 5 nits with computer science branch or electrical branch.
As in top 5 nits the closing cutoff for sc category candidate goes maximum upto 1k for computer science

Yes, You can go for marine engineering after completing your diploma. You have qualify certain exam to get an admission in that college. Not all colleges provides the marine engineering course in B.Tech check which colleges are offering the marine engineering course in the B.Tech.

which is better electrical btech or electrical dual degree in terms of placement

Hey. In terms of placement i think dual degrees are really helpful since you get exposure to the matters degree in minimal amount of years so that you can gain more and more experience. Also, it depends upon the college from which you're doing the course.
