So let's evaluate your situation, NIT Rourkela is a better college, and CSE is a better branch, and you already know this. So let's get to the point
In your particular case I would have gone for SVNIT CSE if I would have been at your place, and I would suggest you to do the same if you don't have any affinity for Electrical or any phobia of CSE. It is because SVNIT is a fairly decent NIT and possess decent enough reputation, so you aren't going to feel disappointed by it at any point.
Now the thing you need to note here is, that it just my recommendation, and is subjected to the assumption that you have no particular affinity to any subject, if you have then I would highly recommend you to go with that subject...

Firstly congratulations, you have got a pretty decent rank. Now coming to the point, in your situation I would say you should either go with BIT Mesra CSE or DTU ECE, see IIIT Gwalior is at par with BIT Mesra I would say, but as you are comparing 5 year IT vs regular CSE at BIT Mesra, I would suggest going for BIT
Now for BIT vs DTU it completely depends on your personal choice, weather you want a better branch or better college, DTU is certainly better than BIT and objectively speaking CSE is in general considered better than ECE. So it all boils down what you want to sacrifice... Although I would say you won't regret in both the cases as both are indeed very good colleges.

So, with regard of you're query. Yes, you may use lateral entry to apply for a B. Tech. in computer science after receiving your computer science diploma. Applications submitted through the Lateral Entry method are accepted by almost all colleges. You have an advantage because you successfully finished the B.TECH. CS syllabus in Diploma CS. You must have graduated from a diploma-issuing institution accredited by the AICTE with a cumulative grade of at least 60%. there are Several of the lateral entry entrance exams.

So, with regard of you're query. A later entry program is equivalent to a three-year diploma program. If the educational qualification to apply for a position with the government is a three-year diploma program, you are qualified to apply for government employment examinations as a holder of a Lateral Entry Diploma. Universities and engineering schools provide a lateral entry program that enables students who have successfully completed a three-year engineering diploma, a B.S. degree, or an exam of an equivalent level with at least 50% of the marks to be admitted immediately to the second year and 10% of the typical number of seats are available for lateral entry.

Hope you are doing good ! Aditya, everyone will put their own opinion in format of you but you should be alert in this case . In my suggestion , IIIT Delhi is one of the best institutes to pursue B. Tech in CSE as it has great faculty members and the placement stats for CSE are far better than any institute. During the 2022 placement drive, CSE average salary stood at INR 24.34 LPA.. i will suggest you to go with iiit delhi rather than nit nagpur and all. One more thing is that skills matter more than the college . You should be hardworking ,no matter in which college you will go

Jee means is an entrance exam conducted for admission to various engineering courses in top institutes of India. The qualifying cut off person child for general category is 50 and for SC or St or OBC it is 40 percentile. Cut off in different institutes may depend upon various factors such as number of candidates appeared for the exam, seat availability and difficulty of examination.
Also it will be different in different institutions. Candidates who have scored a particular percentile will be qualified to write JEE advanced the by getting admission in iit's. In general category candidates must score minimum of 88.4121383 to write JEE advanced exam. With your scores you have less chances for getting admission. You may have chances in private universities.
