This is a question that can have many answers. Many will prefer civil over EE and many others can prefer the opposite. It is totally your choice. If you wish to go for higher studies or become a professor in future then go for civil. If you wish to go for placements and work at MNCs then prefer EE. The main thing is "Where your interest lies?". Keep these points in your mind while deciding.
Please try to elaborate your question form next time. What is 2nd level college? I am interpreting 2nd level means tier 2 colleges and by top colleges, you mean NITs and IIITs. If you prefer to go for the brand name, choose top colleges. Again, this question can have many answers and depends on the choice of individuals.
In my opinion, you should go for civil in top colleges and if you develop an interest in coding, you can always apply off campus. However, if you don't have any interest in coding, you can go for civil engg jobs.

During placements, you will be treated equally with everyone else. Year gaps have no impact on your college experience. I've seen other people who have been dropping for two years.
You can get descent placement in private companies by developing skills in particular area like ML, Data science, Marketing, Web Development and many more.
However, you can run into issues if you attempt to work for the government after receiving your bachelor's degree.

Manipal jaipur is a private college. With a fee of 12l . College have infrastructures, facilities like wifi, library, instruments etc are there . Faculties are dedicated and experienced. Coming to placements, for EEE branch 75% placements are done. Main companies visit are microsoft, capgemini, KPMG etc. College organize several industrial visits and workshops. More placements are there for other branches like cse. So overall facilities, infrastructures are good but placement is not upto other branches.
Details of JGEC College -
Placement : Nearly 70%–80% of students, namely from the CS and IT departments, are placed. The largest wage package, which was provided in off-campus placements, was more than 35 LPA. The largest wage package available for on-campus placements is not more than 10 LPA, and the average salary package is perhaps between 2.5 LPA and 3 LPA. Students are hired in JP Morgan Chase and Amazon for off-campus placements. Students that are posted on campus work for companies like TCS, Cognizant, CTS, etc. There is no information available on internships at our college, and there may even be none. Internships are exclusively available off-campus. Here, positions like SDE and data analyst are available.
Infrastructure : This university offers a sizable library with more than 100 hosts' worth of Wi-Fi access. Despite their size, classrooms are equipped with CCTVs and smart screens. To conduct experiments, labs have high-end, pricey instruments. The hostel offers Wi-Fi. A multispecialty hospital is located next to the college. As a result, it is prepared for any emergency.
