Hi ! If you ask me then my answer is IIT Guwahati ECE. There is a reason behind it. In IIT Dhanbad cs is not a special branch. EE us not a hot stream in current market due to low level of job prospect. Same m & c in IIT

Placements in IIT Indore are yet at a growing pace. In EEE, the placements are considered to be an ok.

You can get good package for coding skills and mathematical aptitude in one of the IT companies.
