According to me NIT Warangal is best to pursue your studies. Yes there do exist IITs but I think from the institutes you mentioned NIT Warangal is good. NIT of Warangal is one of the top institutes among all the NITs. Not that the IITs mentioned are not good,

Both IIT's are good overall and they both are preferred by the students for electrical branch.Only difference is that IIT Ropar is new IIT whereas ISM Dhanbad(IIT) is a well established college with better facilities and course curriculum.Also somewhere IIT Dhanbad is more prefered by the students for
