Do you mean IIIT Lucknow?
IIIT LUCKNOW takes students based on their JEE Main score and not on the basis of the UPSEE score. Also, there is no department of electric engineering in IIIT Lucknow. It only offers courses in IT and Computer Science.

At a percentile of 96.5 , definitely you can aspect a seat in some good NIT.
According to previous cutoff analysis, to get a seat in NIT with Mechanical or Electrical Branch, your JEE Mains rank should be under 30k, (assuming general category).
