As per your percentile and category you have a very good rank. There are high chances of getting EE at any descent government college if you go through all the rounds .
And there are slightly more chances of getting a nominal private college with a better branch

The academic criterion of Electrical Engineering is divided into three courses/programmes as follows: Diploma courses leading to the polytechnic diploma of 3 years duration. (after 10th or 12th) UG courses leading to the B.Tech (Bachelor of Technology) degree of 4 years duration.

NIT Nagaland is one of the newly established NIT's in India, most of the students don't prefer it.
But it is one of the NIT's so it doesn't make the difference.

You can easily get CSE  at any of the three campuses(Hyderabad, Vizag or Bengaluru)
