Dr. BR Ambedkar college of information technology bijnor can be a better option for electrical engineering through UPSEE. You can study electrical engineering there but the level of exposure can be low when compared to other colleges. Also the placements records are not that much good when compared

Getting 65 marks in GATE in Electrical department is a good score.As You are from O BC ,it will be an added advantage.But this year GATE 2019 paper is easy and the cut off may go high compared to previous year cutoff.However you will get a good IIT
Most of the PSUs eligibility criteria is 65 %. But few PSUs keep their eligibility criteria upto 60 %. For SC/ST it is relaxed to upto 55 %.

With 48 in GATE EE 2019, your rank can range anywhere from 900-1200, it changes every year, so can't be sure about exact rank.
This is a decent rank, to be honest it won't fetch you any core branches in IITs/IISc, but you have good chances of getting
