Look go with as you like. Those are completely different kind of field. It doesn't depends upon university. Engineering is all about yours skills. ECE is one of the most dimmandable subject in recent times but electrical is core. So u can't compare those! Just go as you like. In

First, it depends on your branch preference. If you have any specific branch preference you should choose that college. Otherwise, you can go for IIT Patna or Bhubaneswar. IITs have their own reputation and value.

There was no branch change option until last year, but from the academic year of 2017, NIT Rourkela has decided to offer the option for their students with a minimum GPA of 8.5 . Now, you can change your branch if you are eligible to do that(cgpa matters)
