Hi,
Every year the cutoff marks changes for JEE ADVANCED. So it is very Difficult to predict at what marks one should get into top IITs. But if we look at previous year data, you should have 40+ marks more than cutoff in order to get into top IITs.
Or in other words, you should be in Top 1000 CRL rank, then only you can get seats in Top IITs.

If you’re wanting to choose between NIT silchar , assam for b.tech mechanical engineering and nit allahabad, prayagraj for b.tech chemical engineering then please keep the following information in mind :-
NIRF ranking- Motilal Nehru National Institute of Technology Allahabad Prayagraj has higher rank. NIRF ranking of nit allahabad is 42 and NIRF ranking of nit silchar is 48.
Cut off- B.Tech Chemical Engineering in Motilal Nehru National Institute of Technology Allahabad Prayagraj has higher cutoff through JEE Main.
Fees structure- B.Tech Electrical Engineering in National Institute of Technology Silchar has lower fees. Fees at nit silchar will be around 5.33 Lakhs. Where is it will be around 6.52 Lakhs in nit allahabad ( assuming you belong to general category)
Placement facilities and packages are much better at nit allahabad than nit silchar. Also the infrastructure, facilities and faculty of nit allahabad is known to be very good.

I would recommend go for CSE clearly, and to the extent IGDTUW as a college is thought of. IT IS AN AMAZING UNIVERSITY!!! I was wary too prior to coming in IGDTUW yet genuinely THE ENVIRONMENT IS AMAZING EVERYONE IS SO HELPFUL! Every one of the SENIORS ARE LOVELY! IT IS A BEAUTIFUL FAMILY!
To the extent open positions are thought of. kindly go for CSE as, more often than not, ECE understudies go for programming occupations, in case you are an ECE understudy it will be truly challenging for you to deal with your center subject (Electrical) just as do coding at such level where you can rival CSE understudies.
To the extent the situations are thought of. IGDTUW has astonishing arrangements, we've had situations at organizations like microsoft, morgan stanley, google, Adobe, Wattpad thus some more.
Hi, if you are not sure of metallurgy and material science that this is what you want to do for the rest of your life than it is advised to not take up a branch that is very specialized. You can opt for more open branches like Mechanical, CS, IT. Chemical Engineering has a huge demand when it comes for Job opportunities. It would be a safer option than to go for Metallurgy and material Science. If you think that the new IIT you got Mechanical in is going to bloom over the years than it is fine. If you think that the value of that IIT won't be that much you can ignore. If you are ready to compromise with the IITs you wish to get in then you can choose Chemical or Mechanical. If you focus solely on the branch then electrical will win and you have your answer but if you look in overall prospective then you will notice that iit roorkee has better brand value than ism dhanbad so the decision remains between i&p and civil where in terms of placements civil might win but i&p is a branch related to mechanical engineering and its applicability in future cannot be counted out. So at the end you have to choose but overall iitr civil or i&p both are good choices.

It's a bit difficult to compare these two because these two IITs are considered to be good but if you see in terms of ranking obviously IIT Madras has an upper hand over iit bhu.
So, it also depends on your interest that whether you like coding or you like to deal with circuits. But as per current scenario I would recommend you take up iit bhu.
