In my opinion you should go for NIT Allahabad.
NIT Andhra is one of newly established NITs. The average package for 2019 batch in NIT Andhra was 5.87 Lakh while the NIT Allahabad has average package of around 9 Lakh. Also NIT Allahabad has better Rankings than NIT Andhra. I suggest you to go for NIT Allahabad as it is better than NIT Andhra.

As you are interested in joining VSSUT, Based on your rank and the previous year cutoff I can say that You have less chances to acquire a seat in Electrical or Mechanical. Because the closing Rank for
But, If you are comfortable to go with Civil Engineering you have good chances. These are only predictions and the cutoff might change due to many factors. The previous year cutoff given are for General category.
