This is very difficult to predict because cut off keeps changing every year depending upon a number of factors like

So, with15257 rank , you have low chances in EE in IEM i. e Institute of Engineering & Management, but decent chances in Heritage Institute of Technology, Kolkata

MNIT Jaipur is a better college but Electrical Engineering in Jaipur is not so good as compared to Electronics and Communication Engineering in NIT Jamshedpur. In MNIT Jaipur there is no branch sliding option.
Placement:
MNIT Jaipur : 90%+ of EE students got placed with an average package of 8 LPA.
NIT Jamshedpur: 94%+ of ECE students got placed with an average package of 9-10 LPA.

Apart from this the curriculum in IIEST is very well balanced between the practical and theories. Now apart from this the faculties in IIEST are more specialized and most of the faculties are active in research. The laboratory and libraries in IIEST is very good as well. So among this two IIEST shibpur will be a better choice to study chemical engineering or any course.
