If you want to know about the placements after doing diploma in electrical branch then, it depends on two things.
1) Your college if you are in a reputed college then the placements would be good because electrical is an evergreen branch.
2) Your talent, if you learn everything thing regarding your subject you can easily get a placements in your desired company.
Some of the colleges which offer part time diploma with lateral entry option for ITI electrical passed out students are.
Government polytechnic College ,masab tank.
TRR College of technology ,meerpet.
JN Government polytechnic College ,ramanthapur.
You can have a look at these colleges which can offer you a part time diploma with lateral entry option.
Both NIT Jalandhar Electrical as well as PEC Chandigarh Mechanical have equally good Placements. However, Electrical Engineering definitely have greater scope and wider career scope and prospects, secondly the NIT Tag, does give some recognition and benefits during finding Internships & Projects. Hence, incase you dont have any such liking towards Mechanical Engineering, prefer Electrical at NIT Jalandhar over PEC Chandigarh.

See if you clear the GATE Electrical paper then obviously you are eligible for the PSU but you need to have satisfy the qualification eligibility as asked by the PSU you are applying in. At this moment, if you search for the basic qualifications of most of the psu then there are no such eligibility conditions through which you can apply. So its better for you to pursue your MTech in a more broader field and then you can apply for jobs or postitions. Although Mechatronics is a vast subject and there are need of such engineers in different sectors such as Air Force,Aircraft Engineering, Oceanography, Oil and Gas etc. So there are chances for you to get chances in Mechanical Engineering related field of expertise. So its better for you to qualify GATE MECHANICAL than Electrical. That way you may get scope in PSU who have eligibility criteria of Mechanical Engineering.

As you have mentioned that you want to opt between cse b.tech or ee in jgec so I would recommend you to take cse in these colleges because the placements or the engineering sector at West bengal is not good except at ju and iem.
So, if you would take cse there would be maximum chances for you to get placed because there are numerous companies which comes for recruitment.
