Hello there. Hope you are doing good. I would like to tell you that the eligibility criteria for BE/B.Tech requires a student to have passed 10+2 with Physics, Chemistry, Maths as subjects. Since you are having 3 years diploma in Mechanical or Electronics Engineering, it might not be considered equivalent

Programming is must for every Electronics Engineering field except H/W design field.

But knowing programming will really help the H/W engineer also to do better H/W design. Every ECE engineer must master C programming skill before completing the degree.
