You can apply for both NEET and JEE if you have filled their respective eligibility criterias. A minimum of 75% marks in diploma is required for JEE eligibility along with other criterias. For NEET eligibility percentage of class 12 will be considered.

As for studying into foreign universities you need to score minimum of 6 in each band in the entrance exams such as IELTS., TOEFL etc. As far as the top universities are concerned you might get a chance to study in waterloo as you have to score

There are also entrance examinations where u can give the lowest possible fees to private institutions giving a little higher fees.
