It will not be possible for you to get the Chemical Engineering branch in NIT, Tadepalli because, in previous three-year cutoffs, the trend is that you need to secure a rank of below 12k to stand any chance if you are from obc-ncl category.

Hii your rank is bit high.
As per the previous year cutoffs you have a tough chance of getting medium ranked NITs such as NIT Nagpur, NIT Rourkela, nit Raipur, NIT Bhopal,etc.Even if you get it in later rounds you might end up getting lower branches.

Yes he is eligible for JAC Delhi. Even if he is a general category student then too he is eliginle because minimum boards percentage requirement is 60%. So the above mentioned candidate is eligible.
