The counselling for rank 1-20k has started today on the official website of Vellore institute of technology. During the procedure, candidates are required to fill at least 25 choices in order of their preferences. You can choose either of the campuses, courses and category for the fee. A seat would be allocated to you on that basis.
It is a very mere possibility that you wouldn't be allowed any seats as it is the first round for the counselling and currently all seats are available to be filled. However if you are not satisfied with the course alloted , then you may take part in next round too but by filling higher categories.

Due to the rise in COVID-19 cases the exam got postponed as it would have been very risky to conduct exam offline. The new dates have not been announced yet but are expected to be announced soon. It is really unpredictable as cut-offs varies from year to year. But based on previous year's cut-offs you have decent chances of getting Computer Science Engineering in VIT Chennai as your rank is near to previous year's cut-offs. You might have chances of getting in Category 1 or Category 2.
The cut-offs varies from campus to campus and branch to branch. The cut-offs will depend on factors like number of students appeared, number of seats available, category, difficulty level of the exam, etc.

As per the previous records, you can get all the branches except CSE and IT in VIT Vellore campus. As to get CSE you must have atleast rank under 5000 for IT it must be under 9000. So, you can apply for other branches such as ECE, Civil, mechanical etc. in any campus or you can apply for CSE in Chennai campus. But if you do not get the required branch do not get disheartened you can sit for category 2 anytime.

Based on your JEE Mains Paper-1 Feb Attempt and March Attempt it can be said that it is better to go for Private Engineering Colleges rather than waiting and wasting 1 year time. You might not be sure whether you get admission in Goverment College next year. If you wish you wait and have faith that you definitely get government college next get then you can drop if not got for Private Engineering Colleges.
