If you have passed out 12th then first of all you have clear JEE Mains exam and only after clearing this you are eligible for JEE Advanced.
Now coming to your question, if you want to appear FOR JEE Advanced in 2022 then you have to appear for JEE MAINS in 2022 too and if you rank would fall among between 250000 rankers then only you are eligible to apply for JEE Advanced other you are not. Yes, you can sit only for 2 consecutive years in JEE Advanced. Here's the detailed eligibility for JEE advanced
1. Must have passed 12th class with Science.
2. Only top 250000 rankers of JEE Mains are eligible to apply.
3. The validity of JEE Mains score is valid only for the current session. Give the JEE MAINS in the same year.

Private engineering colleges in India conduct an entrance exam of their own for admissions. They don't have reservations for any category. 82 is a decent percentile but it is mandatory to write the entrance exams. A few reputed colleges are-

Considering the qualifying cut off percentile for JEE Main 2020 you may qualify in JEE Main 2021. The cut off for OBC-NCL was 72.8887969 and in 2021 the qualifying cut off percentile is going to be in between 70-75 for OBC-NCL category. The JEE Mains examination is a national level entrance examination and it's score card and rank is accepted by several top level and state level colleges throughout the country.
But in the state of Tamil Nadu, some colleges which do not accept admission in there institutes on the basis of JEE mains score such as Anna University, voice admission on the basis of of class 12th marks and it's own entrance examination.

The basic difference in M.Tech and B.Tech is in its name itself. As the name suggests, B.Tech means Bachelor of Technology which is an undergraduate course that you can pursue after completing your Class 12. M.Tech means Masters in Technology which is a post graduate course that you can pursue once you complete your graduation.

Colleges like National Institute of Technology, Srinivas University in Mangalore accept JEE Main for their Admission! Karnataka Common Entrance Test (KCET) is the Entrance Exam which is most predominantly accepted for Admission. It is accepted in Mangalore Institute of Technology and Engineering, Sahyadri College of Engineering, Shree Devi Institute of Technology, etc,. Other Entrance Exams like COMEDK UGET, DCET, KRLMPCA CET, etc,. are accepted by Engineering Colleges in Mangalore!
