Congratulations on Qualifying NEET-2019. I'm assuming You are asking about NEET as you haven't mentioned above still. At this rank You can get Into a Good Medical College For sure. Try for all India Counselling as well as state counselling for getting the benefit of same state quota.

if your diocument has not properly certified than there is always a risk of rejecting the certificates.

if it is mandatory to attach your passport size attested photo with the ews certificate you should make it. unless you may face problem during the counselling time.

As per the amendment made by Indian Government in January 2019. Its stated that An person Belonging to SC/ST/OBC is not eligible For getting recognized as EWS. As It's Focusses On Economical Weaker Section about General Or Upper Caste. So that's why You can't Available benefit of EWS
