No, this is not allowed according to the norms and policies announced by CSAB initially. If you have not taken part in round 1, the whole process including choice filling etc, then you are not eligible for it in second round. You can read more here: https://engineering.careers360.com/articles/csab

No you cannot just jump into the second round, you should have registered yourself for csab special rounds in the beginning itself. Now there is no way to participate in the 2nd round of CSAB without being registered earlier. Look for other choices rather.
