Congratulations for your result. Your result is quite good and you will be able to go to any Bihar Engineering college which provides CSE. There are colleges including the top MIT (Mujjafarpur institute of technology) which does not provide a course in CSE.
Also, the colleges at Bihar engineering are not good and have very less job opportunity especially for Computer Science.

The answer to your query is yes,You can cancel or leave your seat at any stage if you have a reason but you may need to pay some amount for cancellation of seat or if you have already paid they may cut from that only.but you can definitely cancel/leave your seat whenever you want.
