No, you can't get a free seat in engineering without writing eamcet. You've to write eamcet and get qualified and then only you can get a free seat.

Government-aided colleges are run with government funds but managed by private parties (trusts mostly) who also share part of the expenses. Autonomous means that the college has been empowered to set its own syllabus and conduct exams.
