If you meant to ask about the Engineering course fee reimbursement, it is true that once you avail the fee reimbursement you will get the fee reimbursement every year. You need to submit  necessary documents every year for renewal. So that every year you will get the Fee reimbursement.

Yes you might get GMC RATLAM with 22000 rank in 2nd round, but still it's not confirmed as the round cutoff keeps on changing but still from previous year analysis i can say you will get in wnd or 3rd round.
