In the counseling process of TS EAMCET 2019, if you are allotted a seat in some university/ institution in the first round of counseling and you choose to accept it by depositing the seat acceptance fee then that seat is confirmed for you and then if you also want to take part in the subsequent rounds of counseling then you have to fill up and accept the upgradation form which allows you to take part in further rounds of counseling.

Now if you don't choose to accept the seat allotted to you in the next round then you can go for admission in the college where you were allotted a seat in the previous round.

Yes you can select new colleges in the second extended round.  The option entry link gets open again after the round 2 and just like before round 1, for extended second round,  you can add, remove or modify your order of option as you wish to do. So I would say go for it.

Yes you may get an admission in government college but your rank is a bit high. A rank below 550 has full secured chances to get a government college. Chances are there so better to apply for all the government colleges available and a one private college for security. If you have any reservational category then that would be more helpful.
