Hello shreya singh, you can take admission in B-Tech private colleges, but if you want to take admission in Government college, then you have a give a fresh exam. And according to their cut-off, you can get admission there. No alternate path for that is available.
You have not mentioned anything about which college or university you are asking.But in general you can withdraw a alloted seat by filling the withdrawl form as per the schedule of the counselling.Different unversities have different procedure but generally they refund the fee after deducting small amount.

Yes it has a very good scope but there is some problem. First is, EEE is a hard branch and you have to study a lot. So if you are not willing to devote atleast 3 hours per day then you must not sign up for it.
