Yes if the board has the cateogory then it is elgible. If your income is low then you can use EWS category for sure. There won't be any problem. You have to carry your residential certificate else this will be a problem. Better to carry all the important document

Well, cutoffs are difficult to predict. But since Material Science Engineering is relatively less preferred branch and IIT Jammu is a new IIT, also considering that seats have increased across all IITs, therefore, closing rank can drop to that rank.
