After you have paid the fees online on the JoSAA portal or through challan you have to report at a physical reporting centre nearby your home for document verification process where you will fill a form to select if your want to freeze float or slide your currently allotted college. 

Yes, you can change your option to freeze or slide from float. But for that you have to report to the reporting centre again with your original JEE Advanced admit card, class 10 and 12 marksheets, round 2 allotment letter and the admission confirmation letter that you must have gotten

Although if you are interested in CS,then you will be have to take the entry in a college by giving an entrance exam.
