Generally colleges mention fee per annum which means that fees for one academic year. Regarding the 4 year course, I am assuming you want to ask about engineering colleges.

There are various government colleges in india which provides lateral entry. Thr condition is the you must have a score at least above 90% in 12th standard. The various colleges are:

• ANNA UNIVERSITY 
• PUNJAB UNIVERSITY

if you are talking about Chaitanya Engineering College Vishakhapatnam, then yes JEE Main scores are accepted but 80% of the admission seats are reserved for candidates qualifying through EAMCET (college entrance test), 15% is reserved for NRIs and only 5% are National Integrated Quota (which is admission through JEE Mains).
