When you are notified for the ineligibilty for round 1 they have specified the reason also. Check the mail or message through which they conveyed you the  message. There might be some mistake or any malpractice they have detected for which they notified you.

I would like to tell you that there are two way by which you can get financial concessions.

1.In every college under Uptu there is a seat of FW (fee waiver) which is allotted to top 5% of the college under which entire tuition fees of the student

          If upgradation does not take place, then you'll get the same college you got in the previous round. That will not affect the scenario. You can also go for spot counseling, which is conducted by specific colleges for a better chose after the routine counseling.
